   identification number and point of contact information.
2. Contact you by phone or in writing to clarify any uncertainties in your request.
3. Search all offices likely to have records responsive to your request.
4. Notify you of estimated costs over $25 before incurring expenses.
5. Provide clear and detailed responses to your request, including your appeal rights.
6. Refer your request to other federal offices outside DOT when appropriate.
7. Be available to assist you with any questions you may have.
